County Judge & Commissioners: I have not yet had time to meet with Miguel to discuss his request -he's too busy -but, we will talk between now and the CC meeting. You will recall that there was a significant increase in the number of new license/inspection activity during the 4`" quarter 2004 compared to 2003. I have not yet seen the January data yet, but will have that prior to the meeting. I am wondering if this is a trend or simply a temporary anomaly. If it is a trend, the activity level and related fee revenues may warrant increased staffing. I also think that solid waste activity is higher than in the past. I expected that the staff would bestretched -we're asking 4 (3 in OSSF, North and Johnston) people to do what the UGRA did with 4.5. I did, however believe they can handle the workload level unless it significantly increases. It occurs to me that we are not likely to spend the $lOM we budgeted for merit pay increases. If money for overtime or temporary help could be part of the solution, we might transfer those dollars. Sgt Ed North's plans for continued employment could also impact any decisions we might make. Kerrville, Texas 78028 •I~EI:: fs~o> s9G-~o2o This past holiday season was more active than previous seasons we have experienced r~x: ts3o- ~`3'~~U3 in this department. The new construction in the County has increased. This expansion E-MAIL: envhealthaikerrcouni~°.or~ puts an extra workload on our department with phone calls, visitors, requests and increased OSSF applications (which is a positive). In addition to the new construction requiring OSSF applications, the public still insists on transfer documents for real E, ~ estate transactions. This has kept our workload peeked because of all the research, copying, faxing, answering questions, and mailing forms, lists and documents. Our staff is well trained and capable of handling all aspects of the OSSF process, but, under the present circumstances, aneight-hour workday is not sufficient in order to prepare all the required documents in addition to the other duties that are required. We have been working 10 to 12 hour days and sometimes weekends solely to keep up ~~"~ ~ with the demands. This is a routine I would like to stop, but is it is realistically ~ impossible to stop at this time. Additional responsibilities of the Solid Waste Division have been added to the department, and we believe these responsibilities are also indispensable. The lack of training on my part, as well as the lack of training of the OSSF staff, regarding solid waste enforcement, has put an extra burden on the Environmental Health Department. mfr. ~ The current schedule of the code enforcement officer has made this difficult to handle, ~ ~ ~ ~ '" i and it is irritating for the tax payers in the county, causing a bad image of the department and the county government in general. In the last few weeks, I have gotten involved in some of the compliant investigations because of the urgent need expressed by the complainants. The grant writing, which involves planning and designing the new Hazardous Waste ~~~~ r, ~~~. Recycling Program for the County, has taken a substantial amount of time from my regular obligations with the OSSF Division. This has caused excess work for the OSSF staff and delays in the completion of assignments. I believe we still have time to remedy the situation, but we must act promptly in order -~#~~ to avoid conflicts with the taxpayers and ensure that the environment and waterways ~~ ~ in the County are well protected. NEEDS: 1) One additional full time employee in the OSSF Division Duties: assist current staff with clerical duties, i.e., receptionist, answering telephone, filing, faxing, copying, purchasing, assisting customers, etc. No special training is required. The remaining OSSF staff will have time to perform the more specialized tasks, which will enable more timely completion of requests and other assignments. This will also help compensate for the time I spend in the Solid Waste Division. 2) Full time Code Enforcement Officer in the Solid Waste Division Duties: investigate solid waste complaints, follow-up, and proceed with enforcement actions when necessary. Currently we have one part time Code Enforcement Officer who works two days a week. At the present time there is a need for another part time Code Enforcement Officer who can work the other three days a week. New complaints are being reported, and the number of complaints will continue to increase once the Hazardous Waste Recycling Grant is approved and in force. 3) One full time Inspector in the Solid Waste Division Duties: implement the new Hazardous Waste Recycling Program If the grant for the Hazardous Waste Recycling Program is approved by AACOG, the inspector will provide assistance and inspections for the demands of the citizens of the County. If the grant is not approved, I suggest that we still implement the program because hazardous waste exists throughout the County, improper disposal is a dangerous threat to the public health and environment, and it is against the law. We believe solid waste and hazardous waste are very delicate issues, and they require immediate attention. Our sense of duty is to protect the public health and the environment of the Kerr County. We are doing everything within reason to accomplish the goals of the Department; however, at this time, we need help to do our mission, and we know we can count on you, Judge Tinley and the other commissioners to provide us with the tools and the people to accomplish our mission.
