We will reconvene in open session at 10:05. For the record, this is a meeting which was originally scheduled for Monday, April the 5th. It was -- the open session portion was recessed. We went into executive session on Monday afternoon. That was recessed until yesterday, at which time we reconvened in executive session, only to recess to reconvene again today, earlier this morning in executive session, which we did previously and which was closed, and we're now in open session. Is there any action to be taken with respect to the matters discussed in executive or closed session? COMMISSIONER WILLIAMS: Judge, I would move that we approve the employment of Kathy Mitchell as Commissioners Court's new court coordinator and administrative assistant, and that she be hired as a Group 19, Step 3. And it is anticipated she -- her first date of employment will be April 26th. COMMISSIONER NICHOLSON: Second. Any discussion or questions? All in favor of the motion, signify by raising your right hand. (The motion carried by unanimous vote.) JUDGE TINLEY: All opposed, same sign. (No response.) JUDGE TINLEY: The motion does carry. Any further business, gentlemen, as a result of the matters discussed in executive session? COMMISSIONER WILLIAMS: Not official, Judge, but I -- I had indicated to -- to Ms. Mitchell that I would get whatever packet pf papers or paperwork is necessary from the personnel office, and get it into her hands so she can complete all that before the 26th and be ready to start. JUDGE TINLEY: The only other inquiry I would make is, I think it might be appropriate if some acknowledgment be made to those -- all of those who applied and thank them for their interest, and -- just as a matter of courtesy. COMMISSIONER WILLIAMS: I did that with Ms. Middleton with an exchange of e-mails. JUDGE TINLEY: Okay. COMMISSIONER WILLIAMS: And thanked her for taking the time and making the effort to come to Kerrville for an interview, and -- and indicated to her that her -- 4 - ~ - 0 4 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 ~--~ 2 4 25 her credentials were very impressive, which made our deliberations a little more difficult, but she was not the candidate selected, but to stay in touch with the County Clerk's office; there may be other opportunities as time goes by, and wished her well on her pending move to -- back to Kerr County. Done that already. She's already acknowledged receipt of it. COMMISSIONER BALDWIN: Are you talking about the others? JUDGE TINLEY: Yeah, 16, 17 or so other ones that -- that might have applied. I think, just as a matter of courtesy, it might be a good idea to thank them for their -- for their efforts and their interest. COMMISSIONER NICHOLSON: I think we ought to ask the personnel officer to do that. JUDGE TINLEY: Okay. MS.PIEPER: Can I ask a question? Doesn't this go against the personnel policy with having a Step 3, when entry level's a Step 1? JUDGE TINLEY: That was discussed, and I think because of some credentials and experience issues, I think the decision was made, as a matter of discretion, to bring the individual on board at higher than the base entry. If I can get that -- if, for some reason or other, it's not there, I'll take the file I have, which is all the copies, and give them back to Personnel. They can send out a standard letter. And I don't know if they have a standard letter like that or not, but if they don't, they ought to have. JUDGE TINLEY: Yeah, I agree. Okay. Anything further to come before the meeting? COMMISSIONER BALDWIN: No, sir. JUDGE TINLEY: If not, we'll stand adjourned. Thank you.
