Kerr County Judae/Commissioners' Court From: To: ; Cc: ; ; ; Sent: Thursday, April 01, 2004 11:17 AM Subject: Emergency Services coverage for our area Dave, Here are the issues I wished to raise before the Commissioner's Court regarding coverage for the YO Ranchlands (as opposed to the YO Ranch itself. We do not know what their desires are.): Fire and Emergency Services Coverage We would like to make sure that 911 dispatches Junction VFD and ES first, for fires and emergencies in our area and that the Commissioner's Court has taken every necessary action to make sure that happens. We understand that the county has contracts with Junction VFD for additional support in Kerr County, but which is not specific to YO Ranchlands. We also understand that the Kerrville Fire Department has a contract with Junction Emergency Services to have additional coverage in Kerr County, but also which is not specific to YO Ranchlands. IF the contracts need to be amended to reflect that these contracts intend to make them first responders in our area, we would appreciate the CC taking that step. Lee Hall's understanding is that the Junction VFD is to be the first responder for fires in our area, but the protocol that we looked at in Dutch's office showed Divide VFD. Moreover, Kerrville ES has been dispatched twice for emergencies out here. One response was for a major heart ..- attack. It took the ES over an hour to get here, getting lost along the way. Needless to say, the victim could not be revived. The second situation was initially thought to involve a heart attack. It took KES over an hour and 40 minutes to respond and then only to Garvin's Store, where they were met by the homeowner calling for the service. By that point, the victim was already coming out of his attack, and the ES services had negligible impact. I don't know how long the contract with Junction ES has been in place, but each of these two responses have occurred in the fast 8 months. Junction is closer to us by 30 miles and able to quicker respond. Any steps the Commissioner's Court can take to insure that these two services, Junction VFD and ES are dispatched first, and that they are our first responders would be very much appreciated. Please advise when these agenda items appear on the CC's agenda. I would like to be there to address them.
