Letz, Seconded by Commissioner Baldwin, the Court unanimously approved by a vote of
3-0-0 to authorize a contract for erecting airport fencing as submitted by David C. Pearce,
Airport Manager.

Consideration and Approval to authorize staff to enter into a contract for erecting airport fencing.
The Count~& City intend to make improvements to the airport specifically fencine to improve wildlife
resistance and control public access to airport property The County & City received non-primary
Entitlement Grants of $333 334 00 and Routine Airport Maintenance Pro~,ram Grant of $24.000
(administered by the Texas Department of Transportation (TxDOT) Aviation Division Department) for
the project The fencingproiect was advertised and eight companies responded to the bid. The lowest bid_
received was from R & J Eagle Construction R & J Ease Construction meets all bid requirements.
The bid documents were drafted to allow the project to be funded in a per linear foot basis. $357,334.00 is
allocated to this project Based on lowest bid approximately 80% of the proiect can be completed. Staff
recommends awarding the contract to the lowest bidder R & J Construction. Additionally, Consultant
Engineering recommendation to accent lowest bid is also attached A fence diagram is attached for
reference Staff recommends awardi~ the contract to the lowest bidder: R & J Construction.

A JOINT RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT FOR
AIRPORT CAPITAL IMPROVEMENTS (FENCING) AT THE
KERRVILLE/KERR COUNTY MUNICIPAL AIRPORT
WHEREAS, the City of Kerrville, Texas (City), and Kerr County, Texas (County), as joint
owners of the Kerrville/Kerr County Municipal Airport (Airport), intend to make improvements to
the airport, specifically the installation of fencing to improve wildlife resistance and control public
access to airport property; and
WHEREAS, the City and County received anon-primary Entitlement Grant in the amount of
$333,334.00 as well as a Routine Airport Maintenance Program Grant in the amount of $24,000.00,
both grants awarded and administered by the Aviation Division of the Texas Department of
Transportation (TxDOT); and
WHEREAS, the Airport Manager, pursuant to state bidding and purchasing laws, advertised
the fencing project, received eight (8) responses and thereafter, awarded the bid to R&J Eagle
Construction as the lowest, responsible and responsive bidder; and
WHEREAS, funding in the amount of $357,334.00 is available and has been allocated to this
project; and
WHEREAS, the City Council of the City of Kerrville, Texas, and the Commissioners Court
of Kerr County, Texas, find it to be in the public interest to enter into the contract with R&J Eagle
Construction;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KERRVILLE, KERR COUNTY, TEXAS AND THE COMMISSIONERS COURT OF KERR
COUNTY, TEXAS:
SECTION ONE. That the Mayor and City Clerk, acting on behalf of the City of Kerrville, Texas,
and the County Judge and County Clerk, acting on behalf of the County of Kerr, Texas, are hereby
authorized to execute and attest, as appropriate, a contract with R&J Eagle Construction, Inc., 1342
Industrial Blvd., Eagle Pass, Texas 78852, the provisions ofwhich contract shall be as set forth in 1)
the contract documents maintained by the Airport Manager and; 2) on file in the Office of the City
Clerk as referenced by number and date of this Resolution and incorporated herein by reference as if
made a part of this Resolution.

SECTION TWO. That the City Finance Director is hereby authorized and directed to pay
R&J Eagle Construction, Inc., in accordance with the provisions ofthe contract referenced in Section
One, above, upon receipt of invoice and approval by the City Manager from funds available in
Budget Account No. 70-11731, said amount not to exceed $357,334.00.

Dear Mr. Pearce:
We have reviewed and tabulated the bids received on March 24, 2004 for the subject project. We noted
neither arithmetic errors nor irregularities in any of the bids so reviewed.
Based on both the base bid amount or any combination of the base bid amount and bid alternates, the
apparent low bidder was R&J Eagle Contractors, Inc. of Eagle Pass, TX. R&J Eagle provided a bid bond
in the specified amount. Accordingly, we recommend award of the contract to R&J Eagle.
We further note that the base bid amount was less than the project estimate. We, therefore, recommend
awarding the contract in the amount of the base bid and all alternates.
A tabulation of the bids is attached to this letter.
Should you or other members of the City staff wish to discuss any aspect of this matter, please do not
hesitate to contact us.
