Hydrological and hydraulic studies of the above referenced property have been completed. Elevations are based on a USGS benchmark. The design procedures and calculations contained in Regional Equations for Estimation of Peak-Streamflow Frequency for Natural Basins in Texas (USGS Report 96-4307} were used in the hydrological study to calculate the flow at the proposed site. The Carps of Engineers HEC-RAS program was used to model streamflow. The following were used in the study: 1. 7.5 Minute Series (Topographic), USGS maps were used to determine overall stream slopes and the drainage areas. ~ - 2. The equations for Region 5 were used to determine Q100 for Bumble Bee Creek. 3. The computer program HEC-RAS, developed at the Hydrologic Engineering Center of the Corps of Engineers, was used to determine the 100 year flood elevations at the various sections. V4RDENBAUM ENGINEERING, INC. 507-D EAST HIGHWAY STREET FREDERICKSBURG, TEXAS 78624 4. The HEC-RAS Crass-Sections, 9 - 11, were determined from field surveying completed by this office on March 3, 2004. 5. The enclosed HEC-RAS run shows that the fill in question does not appear to have any detectable effect on the 100 year (1% chance} flood event in Bumble Bee Creek. Survey shots were made at the corners of the latest (Oct 2003} fill, and are labeled "CRNR FILL". Survey shots were also made on what was estimated to be the farthest extents of the fill placed in 1999, and are labeled "GR NAT". Below the southernmost corner of Oct 2003 fill on cross-section 9, Point 1039 is also natural grade. As shown on Drawing C-1, the calculated Bumble Bee Creek 100-year flood only touches the estimated maximum extent of 1999 f 11 near cross-section 10. However this occurs at the edge of shallow water on the inside of a curve. This will have no effect on the flood elevation or water velocities. 6. The subject lots are in a backwater area of the Guadalupe River 100-year flood event. Immediately downstream east of the lots is an area of land as high or higher than the subject lots with fill. This land downstream is the controlling feature with respect to the Guadalupe River I00-year flood elevation. The fill on the subject lots will not have any adverse effect on the Guadalupe River 100-year flood elevation. The Guadalupe River 100-year flood elevations, as scaled from the current FIRM map, are shown on Drawing C-l. Enclosed are the following: I . Property Information, FEMA 8 I -87. (2 pages} a.
