I added it as a late agenda item because of some urgency on the part of Kerrville in needing to deal with failing septic systems. The city will send Miguel a letter today and we will provide that to you before the meeting. Dave THE CITY OF KERRVILLE, TEXAS ~~ 1 Apri17, 2004 Commissioner's Court Kerr County Courthouse 700 Main Street Kerrville, Texas 78028 Dear Commissioners: Under City Ordinance number 89-12 (now codified as Section 110-56) the City had previously authorized the County to act as our Authorized Agent for actions related to management of the On-site Sewage Facilities program ("OSSF"). This provided one set of rules for everyone. Previously the County chose to contract with the Upper Guadalupe River Authority ("UGRA") to perform these functions for the County and the City as our Agent. Due to the recent changes in how this program is managed by the Kerr County ("Count}') your staff has requested a letter from the City of Kerrville ("City") to serve as notice of continuing authorization for your Environmental Health office to act as the City's Authorized Agent for the OSSF program. Under this authority the County continues to have the authority to establish and collect fees, as may be reasonable to carry out this program, to be charged to individual customers for services rendered.
