Backup Information to Agenda Item As we know, developing a sewer collection system is a long-term, time- consuming process. Kerrville South is three years and counting, and we are now just on the threshold of advertising for construction bids for Phases II and III. Thereafter, Phase IV should fall into place without delay. The Community of Center Point with residential and business properties numbering in excess of 500 needs (and deserves) a sanitary sewer collection system. For the most part, the OSSF's in use are old, out-of-compliance, many failing, and on properties of citizens in low to moderate income brackets. Repairing them is not an option for many. During the short time span that Center Point was a Class C incorporated city, there was the hope that a sewer system could become a reality. That did not happen, and the city soon thereafter was dis-incorporated. Kerr County is the logical governmental entity to make this happen, and the working model that we established for the Kerrville South project is one that should be used for this project. That model is simply that Kerr County is the lead agency that obtains funding; once constructed, the sewer collection system then is turned over to the UGRA for ownership and operation; they in turn contract for sewer treatment. In the Kerrville south instance the sewage treatment is provided by the City of Kerrville. I have had discussions in Austin with Texas Water Development Board representatives, Rep. Hilderbran's staff, Sen. Fraser's staff, and Lt. Gov. Dewhurst. The Water Development Board advises that they have grant money available to planning, engineering and construction of sewer projects such as Center Point in two different programs. I was encouraged to apply for financial assistance from the Small Community Hardship Program (SCHP) and/or the Disadvantaged Communities Funds for planning and engineering money. Thereafter, construction monies may come from any combination of TWDB, Colonias Funds, TCDP programs, USDA/RUS, LCRA or other funding sources. RESOLUTION A RESOLUTION AUTHORIZING KERR COUNTY TO APPLY TO THE TEXAS WATER DEVELOPMENT BOARD FOR A GRANT TO UNDERTAKE PLANNING AND ENGINEERING FOR A WASTEWATER COLLECTION SYSTEM FOR THE COMMUNITY OF CENTER POINT. WHEREAS The Community of Center Point has business and residential properties numbering in excess 500 with no centralized sewage collection system, depending entirely on individual OSSF systems, most of which are old, out-of- compliance and failing; and WHEREAS Ken County Commissioners' Court hereby finds and determines that there is an urgent need for the development and construction of a Wastewater Collection System for the Community of Center Point; and WHEREAS The Texas Water Development Board has Financial Assistance Programs for the construction of wastewater collection systems, notably the Small Community Hardship Program (SCHP), and the Disadvantaged Communities funds; and WHEREAS The Small Community Hardship Program (SCHP) provides grant funds that are intended to be utilized in conjunction with other TWDB loan/grant programs; now THEREFORE BE IT RESOLVED That Kerr County Commissioners Court authorizes the filing of grant application(s) with the Texas Water Development Boazd for funding for the purpose of planning and engineering design for a Wastewater Collection System for the Community of Center Point; and be it further RESOLVED That County Judge Pat Tinley and/or Precinct Two Commissioner Bill Williams are hereby designated and authorized to represent Kerr County for purposes of furnishing such information and executing such documents as may be required in connection with the preparation and filing of such application(s) for financial assistance in accordance with the rules of the Texas Water Development Board.
