MADE BY: William H. Williams OFFICE: Commissioner, Pct. 2 MEETING DATE: September 13, 2004 TIME PREFERRED: SUBJECT: (Please be specific). Consider, discuss and take appropriate action on Easements acquisition for Kerrville South Wastewater Project, Phases II and III, approve compensation, and authorize County Judge to execute appropriate documents and correspondence. EXECUTIVE SESSION REQUESTED: NAME OF PERSON(S) ADDRESSING THE COURT: Commissioner Williams. ESTIMATED LENGTH OF PRESENTATION: 5 Minutes IF PERSONNEL MATTER-NAME OF EMPLOYEE: Time for submitting this request for Court to assure that the matter is posted in accordance with Title 5, Chapter 551 and 552, Government Code, is as follows: Meeting scheduled for Mondays: 5:00 P.M. previous Tuesday THIS REQUEST RECEIVED BY: THIS REQUEST RECEIVED ON: All Agenda Requests will be screened by the County Judge's Office to determine if adequate information has been prepared for the Court's formal consideration and action at time of Court meetings. Your cooperation is appreciated and contributes toward your request being addressed at the earliest opportunity. See Agenda Request Rule adopted by Commissioners Court. Agenda Item Backuu Statement Phase I of the Kerrville South Wastewater Project is, for all practical purposes complete. All that remains before executing a Certificate of Completion is septic tank mitigation, which is in work and progressing smoothly. Now it is time to move forward on Phases II and III, and acquiring Easements is the first order of business. The project engineer's original design for Phases II and III was to connect to the city's sewer trunk line on Hwy 16 via gravity flow. To do this, required obtaining a substantial easement on the perimeter of a large tract of land between Royal Oaks subdivision and Camp Meeting Creek Road owned by LDB Corp. Several meetings were held with representatives of the LDB Corporation over the course of several months for the purpose of acquiring this Easement. We were not able to convince Mr. Brinkman to do this, so an alternative design then became necessary. The alternative design now nearing completion is to acquire Easements from Mrs. Dawn Wollney on Loyal Valley Drive, and Mr. and Mrs. Wood. The new design now requires property for a Lift Station plus lines to connect Loyal Valley Dr. to the existing Nimitz sewer line. The costs associated with acquisition of these two Easements is considerably less than the cost would have been to acquire the Easement on LDB property, plus reduced linear feet for the sewer line from Loyal Valley to the Lift Station and then on to the Nimitz line.
