As a political division, under the laws of the State of Texas, Kerr County can apply to the Texas Water Development Board or
the United States Department of Agriculture-Rural Development for grants and low-interest loans to finance Water or Sewer
Systems. The amount of grant money available to the Center Point Wastewater Project, and the interest rate of any loan
depend upon the current MEDIAN HOUSEHOLD INCOME" levels for the community to be served. Therefore, we are asking
that you fill out the enclosed "INCOME SURVEY" for the Year Ending December 31, 2003. No employee or representative of
Kerr County will see this form, the information you provide will be kept STRICTLY CONFIDENTIAL.
Community Resource Group, an independent non-profit Rural Community Assistance Corporation that has been approved by
USDA Rural Development to do this type of work, will tabulate the information on the forms. The survey information will ONLY
be used to determine eligibility for state and federal funding. Please return form to:

CRG Income Surveys for USDA-Rural Development
SURVEY PROCEDURE
A. Utility mail-out option:
The utility mails all initial survey materials to customers. CRG receives a master list
of all customers and addresses, and receives the mailed survey responses to
calculate the MHI. There would be no charge for this service.
OR
B. CRG mail-out option:
City or WSC will provide CRG with the following:
1. A letter to customers introducing the survey form, and reasons why the survey is
necessary. Also a clear statement that all responses are strictly confidential and
are not subject to release to anyone
2. A data file of current names and addresses of all those to be surveyed (we will
take a hard copy only if there are a small number of customers...maybe less than
150)
3. A signed agreement to reimburse CRG at the rate of $1.00 per survey mailed out
(equivalent to number of customers to be surveyed)
4. City or WSC agrees to reimburse CRG upon being invoiced
CRG Agrees to:
1. Mail introduction letters and survey forms to all customers to be surveyed.
2. Include in the mailing apostage-paid return envelope addressed to CRG Austin
3. After a reasonable time for responses, provide the utility a list of customers who
HAVE NOT responded to the initial survey
4. CRG will re-mail to those non-respondents ONLY upon request of the City or
WSC at the rate of $1.00 per re-mailing
5. CRG will calculate actual response rate, determine the median household
income from total responses, and certify the results to Rural Development
If the Response Rate is Not Statistically Valid:
City or WSC may also choose to follow-up door-to-door encouraging customers to
return surveys.

Kerr County plans to submit an application to the Texas Water Development Board for a grant to
begin planning and engineering for a Center Point Sewer System.
To establish eligibility for grant consideration for this project, an Annual Median Income Survey of
persons in the proposed service area must be undertaken. To accomplish this task, Kerr County has
retained the services of Community Resource Group, Inc., of Austin, Texas to conduct a confidential
survey. We need your assistance in this regard.
Enclosed you will find an INCOME SURVEY FORM to complete and return to the Community
Resource Group, Inc. NO ONE IN THE COUNTY WILL HAVE ACCESS TO THE INFORMATION YOU
PROVIDE OR IN ITS TABULATION. IT WILL BE KEPT STRICTLY CONFIDENTIAL.
This survey is necessary to dispute the current median household income to qualify for a TWDB or USDA
Rural Development Grant.
PLEASE RESPOND! The County believes that the completion of this survey by area residents that
will be served by a sewer sys#em will make a difference. The more funding the County is able to gamer
through Grants for this effort, helps reduce end user costs.

MEDIAN INCOME SURVEY AGREEMENT BETWEEN
COb~TY RESOURCE GROUP, INC.
AND
KERR COUNTY
The purpose of this document is to outline the agreement under which COMMUNITY
RESOURCE GROUP, INC., Austin,, Texas will conduct a median household income survey
for the CENTERPOINT AREA OF KERB COUNTY, Texas.
Kerr County is considering developing a new wastewater system in the Center Point azea. It is
anticipated that funding of the improvements will be through the Texas Water Development
Board, USDA Rural Development, or other grant sources. -
The Center Point area of Kerr County, according to the 2000 Census does not qualify for the
full extent of grant funds from TWDB or USDA Rural Development.
Kerr County has reason to believe that a survey of the proposed service area may demonstrate
eligibility for grant funds. The Texas Water Development Board and USDA Rural
Development have developed guidelines for completing income surveys,'`The general ° ' ._
procedure is to obtain a disinterested third party, ask them to conduct an income survey and
have the results forwarded to TWDB and/or USDA/Rural Development or other grant sources.
Ken County has decided to act upon the TWDB and USDA Rural Development guidelines and
has requested assistance from Community Resource Group, Austin, Texas, for the purpose of
conducting a reliable and impartial community income survey for the Center Point azea in order
to more accurately determine the median income.
In undertaking the survey, Community Resource Group, Inc. agrees to:
1) Prepare copies of income survey forms, cover letters and envelopes
addressed to Community Resource Group, Austin, Texas.
2) Mail survey forms with stamped, return envelopes., to the mailing list
provided by Kerr Countyfor the Center Point area residents.
3) Receive, computer-tabulate and calculate the median household income
based on the information received and the surveys returned to
Community Resource Group.
4) Prepaze a report to Texas Water Development Boazd and USDA Rural
Development outlining the methodology used to calculate the median
income and certifying the results.

In undertaking the survey, Ken: County agrees to:
1) Provide Community Resource Group with a master list of residents to be
surveyed.
2) Provide Community Resource Group a letter to customers introducing the
reasons for the survey, and a clear statement that all responses are strictly
confidential.
3) Follow-up by contacting non-respondents after the survey is distributed.
Community Resource Group will compare responses to the master list and
provide Kerr County with a list of those who have not responded.
4) Reimburse CRG S1 per survey for material and postage costs, not to exceed
S 1,000.
Recognizing the importance of completing this survey within a reasonable amount of time, both
parties agree to the following:
1) Community Resource Group will mail the survey packets to all households
within fifteen working days after receiving a signed copy of this agreement.
2) If necessary and advisable, a second mailing to non-respondents may be
conducted, as well as door-to-door contacts by representatives of the Kerr
County.
3) All work on the survey, including certification of the results to TWDB and
USDA Rural Development, shall be completed not later than one month
after the survey is completed and a sufficient number of valid responses
have been received.
It is understood that the surveys returned to Community Resource Group are confidential and
shall remain the sole property of Community Resource Group. Community Resource Group
will retain the surveys for a period of one yeaz during which they will be made available only to
bonafide funding sources seeking verification of the survey results as reported by Community
Resource Group.
